Overseas manufacturers, particularly in Japan, which is known for home brands such as Toyota, Honda, Nissan, Mazda, and Mitsubishi, primarily produce vehicles for their domestic market. However, these same manufacturers also produce vehicles for export, distributing them through dealership networks to countries such as Australia. Vehicles sold brand new through these Australian dealerships are referred to as Australian-delivered vehicles, even though they are manufactured overseas.
So, how does an Australian-delivered vehicle differ from an imported vehicle? Imported vehicles are those originally sold as new in Japan, used within the Japanese domestic market, and subsequently resold to buyers in other countries. Typically, these vehicles are purchased second-hand from auctions, dealerships, or private sellers in Japan, then shipped to Australia and other regions for resale.

For example, the Toyota Estima, a high-specification, superior-quality vehicle designed for the Japanese domestic market, differs significantly from the Australian- delivered Toyota Tarago, offering enhanced features and build quality.

The Vehicle Import Process: A Step-by-Step Overview

1. Locating the Vehicle

Our dedicated team in Japan continuously searches for the finest vehicles through auctions, dealerships, and private sales. Each vehicle is thoroughly inspected to ensure it meets our quality standards.

2. Transportation and Preparation

Once purchased, the vehicles are transported to our remote facilities in Japan, where they are detailed and prepared for export.

3. De-Registration and Documentation

The vehicles are then de-registered, and all necessary documentation is prepared to facilitate shipment to Australia.

4. Shipping and Customs Clearance

After shipment to Australia, the vehicles are cleared by customs and transported to our facility, ready to begin the compliance process.

5. Compliance and Registration

At our facility, the vehicles undergo a comprehensive compliance process to meet the Australian Design Rules (ADRs) and State and Territory regulations. Once compliant, the vehicle is fitted with:

  • A compliance plate (Secure Vehicle Identification Label).
  • A 17-digit Australian VIN (visible on the VIN plate and stamped onto the
    vehicle).

The final step is registration with local road authorities, such as VicRoads in Melbourne. Once registered, the vehicle is listed on the Register of Approved Vehicles (RAV).

Registered Automotive Workshop Scheme (RAWS)

The Registered Automotive Workshop Scheme enables the importation and market supply of used vehicles in Australia. Approved Registered Automotive Workshops (RAWs) are authorised to import, modify, and plate these vehicles in compliance with concessional standards.

Specialist and Enthusiast Vehicle Register (SEVS)

Vehicles listed on the Register of Specialist and Enthusiast Vehicles (SEVS) areeligible for importation into Australia under the Low Volume Vehicles Scheme. These vehicles can also be modified and complied with under the Registered Automotive Workshop Scheme (RAWS).

Personal Import Option

The Personal Import Option allows migrants settling in Australia, as well as expatriate Australian citizens or residents returning permanently after a prolonged period overseas, to bring their personal vehicle with them. The vehicle must have been owned and used overseas for a minimum of 12 consecutive months. Under this
scheme, you are permitted to import one vehicle every five years.

Vehicles Manufactured 15 years old Option (15 year Rule)

This option has been discontinued.
Previously, it allowed the importation of road vehicles manufactured before 1 January 1989. The rule ended in May 2005, and the 15-Year Rule no longer applies.

Vehicles Manufactured before 1989 Option (Rolling 15 year rule)

This option has also been discontinued.

It allowed for the importation of road vehicles manufactured before 1989 under a rolling eligibility rule.

Vehicles Manufactured 25 Years or Older (25-Year Rule)

This option remains available and permits the importation of road vehicles that are at least 25 years old at the time of import approval (based on the vehicle's month and year of manufacture). The 25-Year Rule is designed for the importation of older enthusiast, classic, or historic vehicles, including motorcycles. However, it does not apply to buses, trucks, or commercial vehicles. Left-hand drive vehicles are also eligible under this scheme.
